BRUSSELS, 7 July 2014 – The European Commission’s weekly News Alert on Science for Environment Policy, dated 10 April 2014, highlighted the findings of a paper on the impacts of NMVOC emissions on human health. The paper reports a recent study at the Technical University of Denmark, funded by the European Commission’s Joint Research Centre. The News Alert appears to assert that only three substances, including formaldehyde, are responsible for almost all damaging effects on human health, recommending that air pollution policies should be designed to target these substances specifically. As the article states, “the study singled out formaldehyde and furan, which account for 90% and 7% respectively of the total NMVOC contribution to cancer effects….” This article has resulted in misunderstandings and concern amongst manufacturers and users of formaldehyde, as well as regulators.
BRUSSELS, 30 April 2014 – In November 2013, TNO Triskelion bv and Risk & Policy Analysts Limited (RPA) completed a study entitled “Analysis of the most appropriate risk management option for formaldehyde”. The independent study was commissioned by Formacare and the European Panel Federation (EPF) in March 2012 after a joint action by France and The Netherlands, adding formaldehyde to the Community Rolling Action Plan (CoRAP), and, as such, calling in substance evaluation under the REACH Regulation.
BRUSSELS, 7 December 2012 – The European Chemical Agency (ECHA) today announced the adoption of the scientific opinion of their Committee for Risk Assessment (RAC), proposing that formaldehyde be classified as carcinogen category 1B and germ cell mutagen category 2 under the EU Harmonised Classification, Labelling and Packaging (CLP) Regulation. Formaldehyde is currently classified as category 3 under the Dangerous Substances Directive.
